A penalty conversion to the Tigers gave them an early 2-0 lead.
After 21 minutes, Penrith scored the first try when fullback Rod McNeill was the beneficiary of a Brad Izzard pass and converted his own try to give the Panthers a 6-2 lead.
Whilst the visitors potted another penalty conversion to reduce it to a 2 point lead, this was countered by a penalty conversion from McNeill to restore the 4 point lead going into half time.
Nine minutes after the resumption of play, McNeill snagged his second try when he dived on a loose ball from a Greg Alexander grubber kick close to the line that was not picked up by the Tigers fullback and pushing the lead out to 14-4 in wet conditions.
With 10 minutes remaining, Balmain scored their first try but remained unconverted to have the score at 14-8.
The contest was finished off five minutes later when David Greene crossed to make it 18-8. Whilst McNeill was unable to convert that try, he finished with a 14 point haul.
