South coast (Eden) junior who debuted with Newtown in 1982 and later played four seasons with Canterbury in the mid 1980s before signing with Penrith for the 1988 season.

He would make 16 appearances in his first season at Penrith, all in the front row.

A hardened and fiery forward coupled with being a multiple premiership winner meant that Kelly provided an experienced head in a Panthers forward pack that was young but full of potential.

His performances for Penrith in the first half of the 1989 season saw Kelly rewarded with a belated but well deserved selection for New South Wales, making appearances in the second and third games.

A back injury would force his retirement midway through the 1990.

He would stay on at the club where he would be a lower grades coach through until the mid 1990s.
