The Raiders scored the first two tries to lead 12-0 after 15 minutes.
Tries to David Woods and Matthew Rieck reduced the deficit, however, both of these remained unconverted and the home team retained a four point lead which was further extended to 18-8.
A Craig Gower try, where he grounded the ball in the in goal off his own kick after it had been fumbled by the Raiders defence – once again unconverted – had reduced the margin to six at half time.
Canberra pushed ahead soon after the resumption to lead 24-12, but two tries in seven minutes to the visitors, through Chris Hicks and Matt Adamson (with Hicks finally landing a conversion) had reduced the margin to just two.
With ten minutes remaining, Hicks had a double and the Panthers had the lead for the first time. They held their never and the lead to record just their sixth win of the season.
