Bob Landers booted a penalty conversion in the 12th minute for Penrith to lead 2-0.
Lock forward Phil Kleindienst crossed for the first try in the 20th minute, courtesy of some lead up work from centre Mal McMartin where he stepped his way through the Cronulla defence.
Cronulla posted their first points with a penalty conversion, but in the 31st minute Penrith pushed further ahead with a try to Graeme Moran, which was converted by Landers.
Whilst the visitors reduced it to 12-7 with a converted try soon after, another penalty conversion from Landers near half time made it 14-7 at the break.
A Landers penalty conversion and a field goal to Ray Steele, as well as penalty conversion to Cronulla occurred within the opening 13 minutes to have Penrith lead 18-9.
A converted Cronulla try reduced it to 18-14 with just over 20 minutes remaining.
Another sequence of Landers goal and Steele field goal followed to make it 22-14, and whilst Cronulla reduced it to 22-16 with a penalty conversion, Moran finished the match with a second try on the full time siren, with Landers seventh conversion completing a 27-16 victory.
