The Roosters scored first to lead 4-0.
The Panthers soon after responded through a try to Greg Alexander to lock it up at 4-all.
The hosts took the lead through a try to Graham Mackay and then a penalty conversion to Alexander to have Penrith lead 10-4 at half time.
In a tight second half, it remained scoreless until seven minutes from full time when Mackay crossed for his second, but whilst it remained unconverted, it provided a safe enough buffer for the Panthers to hold on for a 10 point victory.
