A Bruce Ward penalty conversion in the 26th minute was the first points for the match, and with three minutes remaining in the half a Grahame Moran try pushed it to 5-0.
Two more penalty conversions off the boot of Ward in the 58th and then 66th minutes saw Penrith inch further ahead to 9-0.
A converted Cronulla try in the final minute was not enough, with the home team recording a tight 9-5 victory.
