Tries to Graeme Bradley and Greg Barwick in the final 15 minutes of the first half, supplemented by three conversions from Barwick turned the deficit into a 14-6 lead at the half time break.
St. George scored the only points in the second half through a converted try, and Penrith held on for an unconvincing 2 point win.
