The Broncos crossed for the first two tries to lead 8-0 after 23 minutes.
Penrith got on to the scoreboard in the 31st minute with replacement forward Matthew Cross scoring a converted try, and six minutes later the home team took the lead when halfback Craig Gower touched down.
A third conversion from a penalty off the boot of Preston Campbell on the stroke of half time saw the Panthers hold a 14-8 lead.
However, just like the first half, the Broncos would be first to score, and then posted the next two tries as well to hold a 20-14 lead with 10 minutes remaining.
Penrith reduced the deficit with five minutes left with a try to centre Paul Franze, however Brisbane maintained a two point lead when the conversion was unsuccessful.
With just over a minute remaining, the Panthers swung the ball inside from the right edge, finding Franze who powered his way over in the left corner to make it 22-20 – in the end, the unsuccessful conversion from the sideline remained inconsequential as there was no time remaining for the re-start.
