An 80-metre effort from Matt Burton saw Penrith post the first try in the 10th minute.
Whilst the Roosters would soon equalise to make it 6-all, a penalty conversion off the boot of Burton gave the lead back to the Panthers.
Paul Momirovski managd to evade a number of Roosters defenders to slam the ball down with six minutes remaining in the half, and to lead 14-6 at the break.
From a scrum feed 10 metres, Burton who was standing at five-eighth and at first receiver stepped and jinked his way through the regathering Roosters defence to touch down for his second with seven minutes gone after the resumption.
Two Roosters tries narrowed the gap to 20-14 with 15 minutes remaining, however the Panthers were able to defend their lead and bank the two competition points.
