Newtown scored the first points to lead 3-0 after just two minutes.
However, two penalty conversions in the 15th and then 22nd minutes to Reg Walton had the Panthers edge ahead 4-3, before Newtown edged ahead again on the 30-minute mark with a penalty conversion to lead 5-4.
A try to John Klein with four minutes left in the first half and converted by Walton gave the hosts a 9-5 lead heading to the half time break.
In a scoreless second half, the Panthers defence remained resolute as they held on for victory.
