A penalty conversion to Cleary five minutes after the resumption gave the Panthers the lead, and in the set from the restart Blake had a double when he finished a backline move to slice through the Titans defensive line.
Minutes later, the Titans were next to score when the Panthers failed to clean up a ball that had dribbled into the in goal, making it 14-10.
In the 61st minute, Matt Moylan plucked out an intercept and ran nearly 40 metres to score.
This was soon followed by a try to Dallin Watene-Zelezniak who was the beneficiary of a well timed cut out pass from Cleary and was able to evade his defender to fall over the line.
A third try to the Titans reduced it too just an 8 point lead with around five minutes remaining however Penrith managed to retain the buffer as the game wound down to its inevitable conclusion.
