A double to Alan McIndoe inside the first 12 minutes had the visitors up 8-0, and whilst it was countered somewhat through an Illawarra penalty conversion, a try to Andrew Simons after 25 minutes had Penrith up 12-2.

However, a Steelers try followed up by a penalty conversion had reduced it to 12-10 at half time.

Soon after the resumption of play, a penalty conversion to Shayne Stead pushed it out to 14-10, but after 53 minutes a converted Illawarra try saw the home team take a 2 point lead.

On 70 minutes, a penalty conversion to Neil Baker tied it up at 16-all, and soon after the Panthers edged ahead with a field goal from Baker and were able to hang on for the narrowest of victories over the last placed Steelers.
