Nowra born halfback who was a member of the premiership winning Under 23s team in 1978, also making his first grade debut that season.

He would not play a first grade match in 1979, but would play 20 in the 1980 season, and establish himself as the Panthers first choice after the departure of Terry Wickey.

Foster would leave the Panthers at the end of the 1983 season, where he would play two seasons with the Brothers club in the Brisbane competition (where he would win the Rugby League Week Brisbane player of the year award in 1985), before returning to Penrith for the 1986 season. However, he would only play 5 matches before retiring at the end of the season.
