Former first grade player with Balmain in the 1940s who had been gaining a reputation as a successful juniors coach heading into the 1970s. Clare was appointed head coach as part of a revolutionary four man coaching panel for the 1974 season. His counterparts were Roy Masters as skills coach and former Penrith players Tom Wilson (backs) and Barry Harris (forwards).

This panel dissolved only after a few rounds, with a restructure resulting in Jack Clare remaining the figurehead by way of media spokesman, and Roy Masters in fact being the defacto coach.

Clare would be sacked at the end of the season, with Mike Stephenson appointed as captain-coach for 1975.
